I choose GPL-3.0-only rather than GPL-3.0-or-later because: * no file but LICENSE contains "or any later version", which indicates GPL-3.0-or-later * GPL-3.0-only looks safer, as GPL-3.0-or-later technically widens license without copyright holder's permission.
